Special Issue Bonds

On a daily basis, funds left over after payment of all benefits are invested in special-issue government bonds. Similar to U.S. Treasury bonds, they differ mostly in that they don’t trade publicly. These bonds are interest-bearing. They are a form of loan to be paid from future FICA tax receipts.
